It spawns at a height of from 1 to 14 blocks starting from bedrock. If your game version is above 1.17.1, your world will have new caves and cliffs where you can find a new type of diamond ore - deep-slate. You can find deep-slate diamond ore at a height of from -63 to 14 blocks starting from bedrock. To see the height you are at, just press F3 and look at the Y value.
